Welcome to Harrow Junior Public School!
Approximately 275 students from Junior Kindergarten through Grade Two attend
our school. We are committed to providing the best possible learning environment
for our students on a daily basis, in a safe and enjoyable climate. This handbook
provides information to our students, parents/guardians, and can be referred
to on a regular basis to review our procedures and routines. Please feel free
to contact the principal with any additional questions you may have.

Attendance
Students are expected to be in attendance each day school is in session, except
for personal illness or emergencies in the family. If the student is going to
be absent, it is the parent's/guardian's responsibility to phone the school
as early as possible to inform the office (738-4361). Regular attendance is
crucial to successful academic progress. Children who are continually late or
absent will be referred to the School Social Worker / Attendance Officer. If
your child needs to leave school early for an appointment, a note is to be written
and given to the classroom teacher at the beginning of the day.
Bad Weather Conditions
Families are asked to listen to one of the following radio stations on mornings
when the weather is uncertain:
CKLW (AM - 800), CKWW (AM - 580), CBEF (AM -540),
CHYR (AM - 730), CFCO (AM - 630), CBC (AM - 1550)
CBE (AM - 580), CIMX (FM 88.7) CHYR (FM 96.7)
Any announcement will be made by 7:00 a.m. about bussing and school day status.
You may also refer to the School Board’s web site at www.gecdsb.on.ca. Click on the picture of the school
bus entitled, “Buskids” for all information.
Please remember that during bad weather, the ultimate decision of sending
your child to school is yours. Safety must always be the first consideration.
If the weather gets worse throughout the day and students are to be sent home,
we will follow the directions given on the Inclement Weather Form the parents/guardians
complete in the Fall of each school year. Please remember that we will not be
able to phone parents individually. Parents should be listening to the radio
stations for up-to-date information.
Bus Policy
Students are required to arrive and depart from school in the same manner, where
bus transportation is in place. There will be no changes in bussing allowed,
unless there is an emergency circumstance, and only with the written permission
of the principal.
Riding the School Bus
Riding the school bus is a privilege and not a right. Therefore, failure to
comply with the following rules may result in the loss of bus privileges. Parents
are responsible for their child/children’s supervision, safety and conduct up
to pick up time and from drop off time. Students are responsible to the principal
while riding the school bus.
Students whose conduct places the safe operation of the school bus in jeopardy
will be disciplined according to school bus rules. If the student is written
up three times, a one week bus suspension will be incurred. Bus Patrols have
been assigned to assist the bus drivers and must be respected.
Bus Rules
* Be at your bus stop on time.
* No pushing or shoving - our school rule applies.
* Board the bus in single file.
* Remain seated at all times.
* No eating or drinking on the bus.
* Normal talk only is allowed - avoid yelling.
* No large objects or animals are allowed on the bus.
* Students are to be quiet when approaching a railway crossing.
* Any damages to seats or equipment must be paid for by the offender.
The Bus Loading Zone
In the morning, buses will drop off students at the South West entrance to the
school. At dismissal time, buses are loaded in the West Driveway. In order to
reduce congestion and promote safety, these areas must be avoided when dropping
off and picking up your child. Please do not park in the Bus Loading Zone and
please do not walk your children between the buses. If you need to use the front
entrance, park on Arthur Street and walk your child through the parking lot
to the front entrance.
Change of Address and Telephone Number
The school must have on file, the current address and telephone number for all
students. The work number of parents as well as an emergency contact person’s
telephone number are needed to ensure that you can be notified in case of an
emergency situation. If any of this information changes throughout the school
year, it is the parent/guardian's responsibility to notify the school.
Communicable Diseases
Parents are asked to contact the school as soon as they know about communicable
diseases like mumps, chicken pox and measles. This helps the Public Health Unit
to protect us from general outbreaks of illness. Lice and scabies are not considered
a disease, but a nuisance which spreads quickly. Parents must call the school
if this problem occurs. Children are required to have a full treatment, including
the removal of all nits, prior to returning to school.
Drop Off Areas
Children in Senior Kindergarten, Grade One and Grade Two are to be dropped off
in the morning at the North West driveway where the yellow gate is located on
Munger Street. There is supervision beginning at 8:40 a.m. No children should
be on the playground prior to 8:40 a.m. when supervision begins. Our Kiss N'
Ride Program assists parents in helping to make morning drop off of students
as safe as possible. The Junior Kindergarten students arrive and report to the
classroom immediately. They are to be escorted in the building by an older student
or the parent. After the bell at 8:55 a.m., students are to enter through the
front doors of the school, as all other doors will be locked. They are to report
to the secretary to obtain a late slip.
Emergency Procedures and Evacuation Site
As part of our Safe School Plan, our staff and students have many opportunities
to practice Fire Drills, Severe Weather and Evacuation procedures throughout
the year. If, for any reason, we need to evacuate the building, we have made
arrangements to use Harrow Senior School as our first response in a minor evacuation.
If a mass evacuation occurs, Harrow Junior will use St. Anthony as a Primary
Evacuation Site and the Agricultural Centre as a Secondary Site.
Epi-Pens
Any student requiring an Epi-Pen is required to have on file, at the school,
a consent for administration of medication signed by the family physician. It
is the responsibility of the parents to provide the school with an Epi-Pen in
its original container with date of issue and expiry date clearly visible. We
ask that two Epi-Pens be provided, one to be stored in the classroom, and one
in the main office.
Lost and Found Articles
If a student loses something, there is a lost and found box near the main office.
We encourage parents and students to look through the box to look for misplaced
items. Valuables such as rings and watches are kept in the office. Items should
be labelled with your child’s name.
Medication and Health Information
Any student who must take regular medication during school hours requires a
signed medication form to be filled out by the parent/guardian and the doctor.
Medication is kept in the office and is administered by the secretary.
Information such as allergies and special health conditions should be in the
child’s school file. Please ensure our information regarding your child is up-to-date
at all times. NO MEDICATION CAN BE DISPENSED WITHOUT COMPLETE WRITTEN AND SIGNED
DOCUMENTATION. Forms may be picked up from the office before the doctor visit.
Peanut Allergies
This year we have students with a severe allergy to nuts. This is a very serious
health concern. As a result, we have created "Peanut Free Zones" in some classrooms.
In these specific classrooms, parents will be asked to not send any food with
peanut products to school. More specific information is being sent to the parents
of children in these rooms.
Personal Property at School
Any personal belongings brought to school are the student’s own responsibility.
Unless requested by the teacher, we ask students not to bring toys or personal
belongings to school. Such things as collectable cards, walk mans, electronic
games, computer sets, hardballs, skateboards, scooters and in-line skates are
not to be brought to the school. Harrow Junior thanks you for enforcing these
rules with your children.
Students who ride bicycles will be responsible for securing them in the bicycle
racks. They must provide their own locks as the school is not responsible for
lost or stolen bikes.
Physical Education
Fitness and development of small and gross motor skills are an integral part
of each child's program. Proper running shoes (non marking) are required. Indoor
/ running shoes should be left at the school, and used daily.
Recess Policy
Except in extenuating circumstances, all children are expected to be prepared
to spend recess time outside, unless an indoor recess is announced due to inclement
weather. A student who is too ill to participate fully in school is too ill
to be at school.
Safe Arrivals Policy
Parents are to report children’s absences by calling the school at 738-4361
at any time (if no one is available, the answering machine will record your
message). A note can also be sent in with a sibling, explaining the absence.
The school’s secretary will check all called in absences and notes with the
attendance records and will compile a list of all unexplained absences. The
secretary will attempt to make phone contact at home or at work. The School
Social Worker/Attendance Counsellor may be notified by the principal. CAS will
be informed of any child under the age of 10 years who is absent without appropriate
care and supervision.
Notes: When schools are closed, this policy does not apply. When buses are not
running, the Safe Arrival Program is used for walking students only.
School Advisory Council
The Harrow Junior Public School Council is a partnership of home, school and
community which ensures the development of strategies and solutions to achieve
learning excellence and good citizenship in a safe, nurturing environment.
Harrow Junior Public School Council meets regularly throughout the school year.
Parents, teacher and non teacher representatives, the principal and a community
representative form the membership. All parents, guardians, teachers, trustees
and interested members of the community are encouraged and welcome to attend.
The monthly school newsletter publishes the meeting dates and times for your
reference.

* support for school improvement initiatives
Student Pick Ups
For parents/guardians who pick their children up after school, you are asked
to wait in the front lobby. Children will be brought to you at the 3:20 p.m.
bell. We appreciate your cooperation in waiting in the front lobby, as staff
are accounting for many children at this time and ensuring each student is going
home in the appropriate manner.
School phones
The school phones are not to be used by our students. A pupil who needs to call
home will report it to the teacher. An adult will make the phone call on behalf
of the student. Cell phones and pagers are not allowed at school.
Visitors
All visitors must report the the Main Office, through the front doors of the
building. Visitors’ passes must be worn for those parents/guardians who are
entering the hallways or classroom areas.
Volunteers
Harrow Junior School is appreciative and proud of its successful volunteer program.
School events and programs are enhanced by parent and community involvement.
Assistance is welcomed in the classrooms, library, on field trips and for other
student activities and School Council initiatives. A contract must be signed
by each volunteer before beginning. The teacher will direct the volunteer to
visit the principal to review school policy.
Harrow Junior Dress Code
At Harrow Junior School, and in the Greater Essex County District School Board,
we expect students to dress appropriately for health, safety and the orderly
conduct of classroom learning. Improper dress detracts from the learning atmosphere
which our school is trying to promote. Students are expected to follow the expectations
which have been discussed and agreed upon with our School Council.
We expect students to be neat and clean in their dress. Clothing that is considered
suitable for wear “outside” should not be worn inside. (eg. jackets, coats,
hats, bandanas, boots). In inclement weather, footwear that is worn outside
is not to be worn inside the classroom or in the gym. We ask that parents send
one pair of running shoes to keep at school. Children will then have access
to indoor shoes on a daily basis. The school also discourages students from
wearing any type of footwear wherein the heel is not secured (ie. Flip-flop
type shoes) for safety reasons, especially on the playground equipment.
As a general rule, the following applies:
- shirt straps should be at least two adult fingers wide;
- shorts or skirts should be finger-tip length when the arms are extended down
the sides of the body;
- clothing should fit properly (oversized clothing could be unsafe);
- sunglasses are not to be worn while in the building;
- no hats are to be worn in the building. (Note: some exceptions may be made
for
religious and/or cultural reasons) Hoods and toques constitute hats.
The following is considered unacceptable:
- clothing that exposes midriffs, either at rest or in motion;
- halter tops, spaghetti straps, muscle shirts;
- any clothing that exposes any undergarment;
- clothing that has obscene/offensive language;
- clothing that advertises illegal or adult products.
Students wearing unsuitable clothing will be required to change into more appropriate
attire. Repeated transgressions, or refusal to comply, will result in escalated
consequences.
Student Role (for students in the older grades)
* Dress appropriately for school and for the weather. Talk to your parent/guardian
if in doubt;
* Listen to adults who are giving you advice on what is appropriate to wear
to school;
* Make choices when told by a staff member that the clothing is not appropriate;
* Respect fellow students.
Parent Role
* Provide your child with clothes that are appropriate for school and for the
weather conditions;
* Label items such as winter wear or sweatshirts that are easily lost;
* Support the school staff if they find it necessary to ask your child to change
an unsuitable piece of clothing, or to wear an offensive shirt inside-out;
* Remind your child about the importance of respect for others. Teach them about
their responsibility to follow these rules and to dress appropriately.
Staff Role
* Provide appropriate role models;
* Speak privately to a student who breaks the dress code. Give the student choices
regarding changing clothes;
* Counsel students who need advice about particular articles of clothing. Operate
a “found clothing” box for the school year.
